PIB Education Series – Session 1, 4pm Thursday, 5th of November 2020

We start our PIB Education Series at 4pm on November 5, 2020 with a panel made up of Mrs. Rolake Akinkugbe-Filani and Mr. Osten Olorunsola. A leading and prominent African energy and infrastructure expert, Rolake Akinkugbe-Filani, has built a track record of helping to finance, invest in and successfully scale businesses across Africa’s emerging economies. Chairman of the Energy Institute, Nigeria, Osten Olorunsola is a widely regarded expert on the Petroleum Industry Bill and has the unique experience of working across the commercial, policy and regulatory space in the Nigerian petroleum industry. PIB Education Series

Every Thursday in November and the first two Thursdays in December, petroleumindustrybill.com sponsored by Odujinrin & Adefulu and supported by our partners, Women in Energy Network and the University of Dundee Alumni Nigeria Think Tank, will be running the PIB Education Series (“PES”).

The PES is a webinar series focused on analysing the Petroleum Industry Bill 2020 to give the audience a broad understanding of its content and potential impact. The sessions will primarily be expository but will also take a critical perspective. Sessions will be for 1 hour, with a 30-45-minute panel discussion/interview followed by a question and answer session. Registration is free but limited. Register here. Ownership of Petroleum under the Petroleum Industry Bill 2020

Ownership of petroleum in situ or in the ground is important. The owner of petroleum has the right to determine how that petroleum is developed and produced. In some countries, ownership belongs to the person that owns the land (USA), in others, ownership is held by the country or the National government (United Kingdom), and yet in others, the sub-national entities have ownership rights (Canada).

We are Back!

It has been just over two years since there has been any tangible development on the Petroleum Industry Bill. This ended this week with the news that the President has forwarded a new draft of the Petroleum Industry Bill to the National Assembly. We understand that unlike the attempts under the 8th National Assembly, the executive has sent just one bill. We will make that Bill available here once we receive it, along with our analysis of its content.

PIGB Assent: What has Happened Since?

Last week we reported that the President withheld his assent to the Petroleum Industry Governance Bill (PIGB). At the time of our report, the news coverage had focused on the President rejecting the Bill because it “whittled down his powers.” Since then, there have been various reports on the refusal of the President to assent to the first of four bills seeking to reform the Nigerian oil and gas industry.
